This paper proposes the Digital Health Governance Integration Model (DHGIM) โ an original conceptual framework synthesizing the WHO Health System Building Blocks, the TAPIC governance framework, and the NIST Cybersecurity Framework. Using a mixed-methods approach, the study identifies structural barriers to digital health adoption in Sub-Saharan Africa and proposes a six-pillar integrated policy framework and phased implementation roadmap.
